In 1909, the 33rd General Assembly enacted legislation creating the State Drainage, Waterways and Conservation Commission. The Commission was a special commission charged with a thorough investigative report relating to drainage issues, flood control, preservation of lakes, minerals and soil, and the potential development of dam-sites, water-power and river navigation. In 1911, the Commission submitted the final report of their findings and recommendations to the General Assembly.
