The Iowa Industrial Resources and Defense Council, the forerunner of the current Economic Development Authority, was established by Governor George A. Wilson in 1940. In 1941, the 49th General Assembly converted the Council into the Iowa Industrial and Defense Commission with the dual mission of contributing to national defense and promoting economic development. In July 1945, the 51st General Assembly created the Iowa Development Commission to oversee the state's postwar economic development including the procurement of new industries. In 1986, the agency was renamed Economic Development and economic development functions of other state offices, including the Office of Planning and Programming, were added.
