Early records of the General Assembly, beginning in 1838 when Iowa became a territory, were filed and maintained by the Secretary of State (RG 81). Today, all bill files passed by the General Assembly and signed by the Governor continue to be filed with the records of the Secretary of State. The earliest records in this record group, with the exception of Photographs and Vetoed Bills, do not begin until in the 1940s.
