The Board of Control was created by the 27th General Assembly and organized on April 6, 1898 to manage, control, and govern the charitable, reformatory, and penal institutions of the state. In 1968, the 62nd General Assembly. combined the programs of the Board of Control (of State Institutions) with the Board of Social Welfare and created a new agency, the Department of Social Services, to administer existing programs and policies.
