In 1974, the 65th General Assembly passed the Public Employment Relations Act creating the Public Employment Relations Board. The legislation was intended to promote harmonious and cooperative relationships between government and its employees by permitting public employees to organize and bargain collectively with the provisions of the act to be administered by the Public Employment Relations Board.
