The Office Custodian of Public Buildings was established in 1886 by the 21st General Assembly. The Custodian was to take charge of the Capitol buildings, property and grounds: purchase furniture and supplies, arrange for needed repairs, contract for fuel, lights, water and ice, and assign official office locations within the buildings, all with the approval and consent of the Executive Council.
