This memo is from Daniel Parker to Theodore Marrs, the special assistant to the U.S. president for human resources. Parker, who works in the State Department's Agency for International Development, recommended the release of funds to begin airlifting 2,000 Vietnamese children in "safe and suitable" aircraft.
